To download the technical preview of Windows 10, you first need to signup for Windows Insider Program, then only you can download and enjoy that from Microsoft.  Windows 10 Technical preview is available in both 32 bit (x86) and 64 bit (x64) version with build number 6.4.9841.

Windows 10 Technical Preview is only available in following 4 languages i.e English (United States), English (United Kingdom), Chinese (Simplified) and Portuguese (Brazil). Size of the downloaded files are 2.9 GB for 32-bit versions and 3.8 GB for 64 Bit versions.
